Question about Devil Fruit

Normally, a Devil Fruit that wasn't in One Piece need to be sign up, and having approval from admin, right? And yet, if the Devil Fruit are from One Piece itself, we don't have to register right? The Question is What about DF from One Piece Movie? Do it need Sign up and Approval?
