Foreword. I know of the Dark Cloud fruit, but it seemed rather poorly worded, not really hitting the flavor I wanted, and oddly specific, so I made this.

Name: Tenki Tenki No Mi (Weather Fruit)
Type: Paramecia
Capabilities: The user of the devil fruit gains the ability to control weather phenomena. The user can make minor, localized changes at a moment's notice (within a single post), like causing soft winds to blow in a certain direction. In this category also belongs accelerating or decelerating phenomena already in motion, like calling a lightning bolt to a certain spot from a thunderstorm, or causing clouds to break into a rain.

By spending more time (a minute or so), the user can also summon greater effects, like causing bringing clouds and causing rain and thunder where none was before, or generating a tornado out in the sea. After such an effect is called, minute control of it can be achieved within a single post.

The Tenki Tenki fruit also has a limitation. It cannot produce an effect that could not normally happen in the area. For example, the user could not conjure a blizzard in a tropical island.

Finally, the user can sense weather patterns instinctively, and could thus easily navigate even the harshest waters by simply sensing the weather and then using their powers to create calm weather wherever there could potentially be problems with the weather.
