you are using water, thats a big no no with put a single exeption BUTthere was a water water fruit that used not water but a clear liquid so I will alow you to absorb all but water... also the user of this fruit wiuld be unatrualy good at the Rokudan

all water effected luffy in the series (hes fallen in: oceans, lakes, ponds, cannals, rivers)

Yes, but paramecia still maintain the same ability when submerged, he would just sink and start to drown.

I have to add something to this, if luffy can drink water and be fine, why cant this fruit "absorb" liquid based things through his skin into his blood stream or into he stomach and use it from there? does that seem logical?

because to do so, it would require being submerged.

, devil fruit users do keep their powers under water. Remeber when fighting Arlong, Luffy had his feet traped in stone, and fell into the ocean, but Nami streched his head to the surface so he could breath.
